Phoenix, N.Y. - A Canaseraga man has been arrested for having sex with a girl under the age of 13 in the Oswego County village of Phoenix.
State Police say 39 year old Mark Haynes was arrested in Phoenix and is facing a felony count of criminal sex act in the first degree.
Troopers ask if any one has any information about Haynes to contact them.
