Phoenix, N.Y. - New York State Police have arrested a Phoenix man on sex abuse charges.
Joseph R. Bell, age 50 of 37 Spring Street, Phoenix, N.Y. was arrested after an investigation determined he had sex with a male and female under the age of 13.
He has been charged with (2) counts of Sexual Abuse 1st degree, a class “D” felony.
He was arraigned in town of Schroeppel Court and remanded to the Oswego County Jail on $5,000 cash/ $10,000 bond.
