State lawmakers have finally come to an agreement on the budget. Late Sunday night state Senators approved the $153 billion state budget. Governor Andrew Cuomo says the budget will make SUNY schools free for those in lower income households, raises the age of criminal responsibility to 18, and make ridesharing possible outside of New York City.
